CGFNS (Commission on Graduates of Foreign Nursing Schools)

The CGFNS (Commission on Graduates of Foreign Nursing Schools) is a United States-based organization that performs credentials evaluation and verification duties pertaining to the education, registration and licensure of foreign-born nurses and health care professionals who seek to work in the US.

The CGFNS Certification Program is the most comprehensive service provided by the organization.  It is designed for first-level, general nurses already educated and licensed outside the US, and who wish to assess their chances of passing the U.S. registered nurse licensing exam (the NCLEX-RN examination) and attain the necessary licensure to practice as registered nurses in the United States.

The Certification Program comprises three parts: a credentials review of the nurse’s education, registration and licensure; the CGFNS Qualifying Exam, which is a one-day qualifying exam that tests the nurse’s knowledge; and an English language proficiency exam (usually the IELTS; see below).  Foreign-born nurse applicants that are successful  in the Nursing and Language segments of the examination are then awarded the CGFNS Certificate.

Components or test areas of the CGFNS examination include:

1)     Adult Health (medical / surgical) nursing

2)    Maternal / Infant nursing (obstetrics)

3)    Nursing care of Children (pediatrics); and

4)    Psychiatric / Mental health nursing, excluding neurology

Candidates who are successful in the CGFNS Certification Program also routinely undergo the VisaScreen process, which is a visa credentials assessment program that is required of any healthcare professional born outside the US.  This particular screening assesses an applicant’s education in a specific foreign country outside the US, to ensure such is comparable to that of a U.S. graduate in the same profession.

The VisaScreen verification program is also administered by the CGFNS, and is legally-mandated under an important US Immigration statute, which is Section 343 of the Illegal Immigration Reform and Immigrant Responsibility Act (IIRIRA) of 1996.  The law requires that certain foreign-born healthcare professionals, including nurses, must successfully complete a screening program before they can receive either a permanent or temporary occupational visa to enter the US.
